10 The Tehran Spring and the debate over the freedom of the press

Just as Khatami was promising a dialogue with the world in January 1998, the Iranian press began to enjoy a period of considerable freedom. Both conservative and liberal intellectuals welcomed the opportunity to publish and exchange ideas. Many liberal-minded intellectuals returned to Iran, participated in conferences, and freely expressed their political views through a press that was enjoying a new freedom from censorship. Khatami’s presidency became known as the “Tehran Spring.” Hopes for political liberalization and democratization ran high in Iran. For a time, President Khatami’s call for a dialogue among civilizations seemed to be working at home.

This more liberal atmosphere was not long-lived. In the fall of 1998, the liberal-reformist camp faced fierce and determined opposition from the conservatives, who banned nearly 108 newspapers and periodicals, including Zan (“Woman”), which promoted women’s rights and was published by Rafsanjani’s daughter, Fa’ezeh Hashemi.1
